NATIONAL OCCUPATIONAL CERTIFICATION (AUTOMOTIVE SERVICE TECHNICIAN) REGULATIONS 2008

The National Certification and Apprenticeship Board, with the approval of the Minister responsible for the National Certification and Apprenticeship Board, in exercise of the powers conferred by section 15(1)(a) of the National Occupational Certification Act 2004, makes the following Regulations:

Short title

1 These Regulations may be cited as the National Occupational Certification (Automotive Service Technician) Regulations 2008.

Interpretation

2 In these Regulations— “Act” means the National Occupational Certification Act 2004; “automotive service technician” means a person who performs any of the tasks, activities and functions in these regulations; “automotive system” includes in respect of passenger vehicles and light trucks —

(a) gasoline and diesel engines;

(b) fuel systems;

(c) emission control and exhaust systems;

(d) brake systems;

(e) steering and suspension systems;

(f) automatic transmissions and transaxles;

(g) manual transmissions and transaxles and transfer cases;

(h) front and rear differentials, drive shafts and drive axles;

(i) electrical, electronic and vacuum systems;

(j) air-conditioning, heating and cooling systems; and

(k) trim and body hardware; “occupation” means the occupation of automotive service technician designated under the National Occupational Certification (Designation of Occupations) Regulations 2008.

Tasks, activities and functions of the occupation

3 The tasks, activities and functions of the occupation are the repair, maintenance, overhaul and modification of automotive systems including —

(a) the installation, removal, repair and replacing of accessories, parts and components;

(b) the diagnosing of automotive systems;

(c) performing —

(i) preliminary diagnoses to isolate automotive system faults;

(ii) customer relations activities;

(iii) evaluations of fuel system repairs;

(iv) heating and cutting with oxy-acetylene equipment;

(d) selecting, operating and maintaining —

(i) hand, cutting and power tools;

(ii) measuring devices for the service and repair of motor vehicles;

(iii) oxy-acetylene equipment for heating and cutting metal;

(e) operating and maintaining equipment, including cleaning equipment, lifting and jacking equipment, hydraulic presses, pullers and air compressors;

(f) selecting, shaping, installing and removing pipes, tubes, hoses and fittings;

(g) selecting, installing and removing fastening and sealing devices, wires and connectors;

(h) inspecting and testing engine components and systems and isolating malfunctions in respect of defective components and systems;

(i) inspecting, testing and repairing —

(i) valve train components and assemblies;

(ii) fuel supply systems;

(iii) air intake systems;

(iv) conventional and electronic carburetion systems;

(v) gasoline fuel injection systems;

(vi) diesel fuel systems;

(vii) boost charge systems, including turbo-chargers and superchargers;

(viii) liquid propane and natural gas fuel systems;

(ix) emission control systems;

(x) exhaust systems;

(xi) cooling and heating systems;

(xii) air-conditioning systems; and

(xiii) supplemental restraint systems;

(j) dismantling, cleaning, inspecting, repairing and reassembling cylinder block assemblies;

(k) testing and replacing lead-acid storage batteries;

(l) inspecting and servicing—

(i) electrical charging systems;

(ii) starting systems;

(iii) automatic transmissions and transaxles and components;

(iv) front and rear suspension systems;

(v) testing and servicing;

(vi) conventional breaker-point ignition systems;

(vii) conventional electronic and computer controlled ignition systems;

(viii) auxiliary electrical-electronic systems including lighted door locks, memory seats, safety speed indicator circuits, low fuel indicators, heat lamp “on” warnings, twilight sentinels, keyless entry systems, cruise control systems, theft deterrent systems, power antennas, power mirrors, power windows, power door locks, electronic level controls, wipers and washers, trunk release-draw downs, power roofs, window defoggers and sound systems;

(m) inspecting, testing and servicing electronic power train control systems in engines and transmissions;

(n) repairing —

(i) automatic transmissions and transaxles;

(ii) drum and disc braking systems;

(o) inspecting, servicing and repairing—

(i) clutches;

(ii) shifting mechanisms;

(iii) manual transmissions and transaxles;

(iv) transfer cases;

(p) inspecting and repairing —

(i) drivelines;

(ii) front and rear drive axles;

(iii) components of front and rear end differentials;

(iv) manual steering systems;

(v) power steering systems;

(vi) steering columns;

(q) inspecting, testing and repairing braking systems, including anti-locking systems; and

(r) using any new innovative trade related technological changes with respect to —

(i) materials or methods; and

(ii) the carrying out of the tasks, activities and functions referred to in this section.

Commencement

4 These Regulations shall come into operation on 31st December, 2009.
