NATIONAL OCCUPATIONAL CERTIFICATION (WELDER) REGULATIONS

The National Certification and Apprenticeship Board, with the approval of the Minister responsible for the National Certification and Apprenticeship Board, in exercise of the powers conferred by section 15(1)(a) of the National Occupational Certification Act 2004, makes the following Regulations:

Short title

1 These Regulations may be cited as the National Occupational Certification (Welder) Regulations 2008.

Interpretation

2 In these Regulations— “Act” means the National Occupational Certification Act 2004; “component” means any object that consists of ferrous or non-ferrous metal and includes—

(a) structures;

(b) pipe;

(c) vessels; and

(d) containers; “occupation” means the occupation of welder designated under the National Occupational Certification (Designation of Occupations) Regulations 2008; “welder” means a person who performs any of the tasks, activities and functions in these regulations.

NATIONAL OCCUPATIONAL CERTIFICATION (WELDER) REGULATIONS

3. Tasks, activities and functions of the occupation

(1) The tasks, activities and functions of the occupation are—

(a) the fabrication of components in a field setting;

(b) the fabrication of components in a shop setting; and

(c) the service, maintenance and repair of components.

(2) Notwithstanding paragraph (1) the tasks, activities and functions of a welder shall include—

(a) following recommended procedures for installing oxy-fuel accessories;

(b) cutting, shaping and fitting steel using oxy-fuel processes;

(c) cleaning and inspecting cut surfaces;

(d) fusion welding using manual oxy-fuel processes;

(e) brazing and braze welding using oxy-fuel processes;

(f) applying surfacing materials using oxy-fuel processes;

(g) joining metals using soldering processes;

(h) welding using shielded metal arc welding processes;

(i) cutting and gouging using electric arc welding processes;

(j) setting up and welding using gas metal arc welding processes;

(k) welding using submerged arc welding processes;

(l) welding using gas tungsten arc welding processes;

(m) setting up equipment and welding using resistance welding processes;

(n) identifying metals and performing preparation and assembly tasks prior to welding;

(o) performing supplementary and disassembly procedures;

(p) sketching and interpreting blueprints;

(q) operating hand tools and hand operated equipment; and

(r) using any new innovative trade related technological changes with respect to—

(i) materials or method of construction; and

(ii) the carrying out of the tasks, activities and functions referred to in this regulation.

Commencement

4 These Regulations shall come into operation on 31st December, 2009.
