Short title
1 This Act may be cited as the Parliamentary Voting Age Reduction Act 1989.
2. Interpretation
(1) In this Act "the commencement date" means 1st January,
1990.
(2) Any expression used in this Act that is also used in section
55 of the Constitution has the meaning in this Act that it has in that section.

New provision made by this Act for voting age
3 The provision made by this Act in respect of qualifying on grounds of age for registration as an elector for the purposes of elections in a constituency has effect in substitution for the provision in that respect that was in force by virtue of section 55(1)(a) of the Constitution immediately before the commencement date.
Voting age fixed at eighteen years
4 On and after the commencement date, a person is qualified on grounds of age for registration as aforesaid if, and he is not so qualified unless, he has attained the age of eighteen years on the qualifying date.
Amendment of certain statutory provisions
5 Accordingly—
(a) the provisions of the Parliamentary Election Act 1978 and the Parliamentary Election Rules 1979 specified or referred to in the first column of the Schedule are amended in the manner respectively specified in the second column of the Schedule; and
(b) subject to paragraph (a) above, any statutory provision (however expressed) referring to the qualifying age for registration as an elector for the purposes of elections in a constituency, being a provision which was passed or made before the commencement date—
(i) is deemed to be modified so as to be in conformity with section 4; or
(ii) shall be construed in accordance with that section, as the case may require; and
(c) any statutory provision (however expressed) so referring passed or made on or after the commencement date shall also be construed in accordance with section 4.
Commencement
6 This Act commences on 1st January, 1990.
