TRAFFIC SIGNS REGULATIONS 1973

[made under sections 8 and 47 of the of the Road Traffic Act 1947 [title 21 item 3] and brought into operation on 15 January 1973]

SCHEDULE

1. Traffic signs as shown in Schedule

(1) A traffic sign for conveying to vehicular traffic on roads—

(a) a warning of the description specified in or under a diagram in Part I of the Schedule shall be of the size, colour and type shown in the diagram relating to that warning;

(b) a requirement, prohibition or restriction specified in or under a diagram in Part II of the Schedule shall be of the

size, colour and type shown in the diagram relating to that requirement, prohibition or restriction;

(c) information of the description specified in or under a diagram in Part III of the Schedule shall be of the size, colour and type shown in the diagram relating to that information.

(2) A traffic sign consisting of a line or mark on a road for conveying to traffic on roads a warning, a requirement or information of the description specified in a diagram in Part IV of the Schedule shall be of the size, colour and type shown in the diagram relating to that warning, requirement or information.

(3) A reference in these Regulations to a diagram by a number is a reference to the diagram of that number in the Schedule.

Significance of traffic signs as noted in Schedule

2 The significance of a traffic sign is indicated by the sign and the note relating thereto in the diagram of such sign in the Schedule.

3. Colour of traffic signs

(1) Unless otherwise indicated, all traffic signs in Parts I, II and III of the Schedule shall be in black on a white background: Provided that the diagram numbered 201 A in the Schedule shall be octagonal in shape with white lettering on a red background with a white border.

(2) All road markings in Part IV of the Schedule shall be in white unless otherwise indicated.

4. Variation; illumination

(1) The Minister charged with responsibility for Works and Engineering may vary any figures or the direction of any arrow on any traffic sign to adapt such sign to the particular circumstances of any place.

(2) A traffic sign may be of such material as will cause it to reflect light or may be illuminated.

5. Traffic signals

(1) Traffic signals may be used for the control of vehicular traffic and shall be of the size, colour and type prescribed by this Regulation.

(2) The size, colour and type of traffic signals shall be as follows:—

(a) three lights shall be used facing the stream of traffic which the signals are intended to control, one red, one amber and one green;

(b) the lamps showing the coloured lights aforesaid shall be arranged vertically, the lamp showing a red light being the uppermost and that showing a green light the lowermost;

(c) each lamp shall be separately illuminated and the effective diameter of the lens thereof shall be not less than eight inches;

(d) the height of the centre of the green lens from the surface of the carriageway in the immediate vicinity shall be not less than seven feet;

(e) the centres of the lenses shall be not more than fourteen inches apart;

(f) the word "STOP" in black lettering may be placed upon the lens of the lamp showing a red light;

(g) the sequence of the lights shown for the purpose of controlling vehicular traffic shall be:—

(i) red

(ii) amber and red together

(iii) green

(iv) amber; or

(v) green

(vi) amber

(vii) red

(viii) flashing amber

(ix) green.

(3) A lens or lenses showing a green arrow may be used In conjunction with or in substitution for the lens showing the green light in any of the methods show in diagrams 501 to 508. [Regulation 5 amended by BR 45/1992 effective 24 July 1992]

6. Portable traffic signals

(1) Portable traffic signals may be used for the control of vehicular traffic—

(a) where, owing to roadworks being in progress or for some other reason, the width of the carriageway is temporarily restricted so that it will carry only one line of traffic; or

(b) during the progress of temporary schemes of traffic control.

(2) The size, colour and type of portable traffic signals shall be as follows—

(a) two lights shall be used, one red and the other green;

(b) the lamps showing the coloured lights aforesaid shall be arranged vertically, the lamp showing a red light being uppermost;

(c) each lamp shall be separately illuminated and the effective diameter of the lens thereof shall be not less than eight inches;

(d) the height of the centre of the green lens from the surface of the carriageway in the immediate vicinity shall be not less than four feet;

(e) the centres of the lenses shall be not more than twenty- eight inches apart;

(f) the word "STOP" in black lettering may be placed upon the lens of the lamp showing a red light;

(g) the red and green lights shall not be shown together and one shall follow the other without any appreciable interval of time.

7. Significance of traffic signals

(1) The significance of the traffic signals prescribed by Regulation 5 or by Regulation 6 shall be as follows:—

(a) the red light shall be taken as prohibiting vehicular traffic to proceed beyond the stop line on the carriageway provided in conjunction with the signals or, if the stop line is not for the time being visible or there is no stop line, beyond the signals until the green light is shown;

(b) the amber-with-red lights (where an amber light is provided) shall be taken to denote an impending change in the indication given by the lights from red to green but shall not be taken to alter the prohibitory significance of the red light;

(bb) the flashing amber light shall be taken to denote—

(i) that a pedestrian who has already advanced on to the carriageway when the flashing amber light is illuminated in the sequence of lights shall have precedence and vehicles must give way and allow the pedestrian to cross while the amber light continues to flash; and

(ii) that if no pedestrian has already advanced on to the carriageway when the flashing amber light is illuminated during the sequence of lights, vehicles may proceed;

(c) the green light shall be taken to indicate that vehicular traffic may pass the signals and proceed straight on or to the left or to the right with due regard to the safety of other users of the road and subject to the directions of any police officer who may be engaged in the regulation of traffic;

(d) the amber light (when provided) which follows the green light shall be taken as prohibiting vehicular traffic to proceed beyond the stop line or, if the stop line Is not for the time being visible or there is no stop line, beyond the signals, except in the case of any vehicle which, when the amber light first appears, is so close to the line or signals that it cannot safely be stopped before passing the line or signal: Provided that where a green arrow is used in conjunction with or in substitution for the green light vehicles may proceed in the direction indicated by the arrow during such time as the arrow is illuminated notwithstanding that they would otherwise be required by the signals to stop.

(2) In this regulation the expression "stop line" means the traffic signs shown in diagram 401. [Regulation 7 amended by BR 45/1992 effective 24 July 1992]

8. Pedestrian traffic signals

(1) Traffic signals may be used for indicating to pedestrians the period during which they should or should not cross the carriageway and may be used facing across the carriageway in conjunction with the traffic signals prescribed under Regulation 5.

(2) Traffic signals prescribed under this regulation shall be of the size, colour and type shown in diagrams 509 and 510.

(3) The signals in diagram 509 shall be so designed that:

(a) the red figure shown in such diagram (hereinafter referred to as "the red signal") can be internally illuminated by a steady light;

(b) the green figure shown in such diagram (hereinafter referred to as "the green signal") can be internally illuminated by a steady light or by a flashing light; and

(c) when one signal is illuminated the other signal is not illuminated.

(4) The period during which, in the interests of safety,⎯

(a) pedestrians should not cross the carriageway shall be shown by the red signal during such time as it is illuminated;

(b) pedestrians should cross the carriageway shall be shown by the green signal during such time as it is illuminated by the steady light;

(c) pedestrians should not start to cross the carriageway shall be shown by the green signal during such time as it is illuminated by the flashing light.

(5) The signals in diagram 510 shall be so designed that:

(a) both signals shall be housed in a single unit;

(b) the orange hand shown in the said diagram (hereinafter referred to as "the orange signal") can be internally illuminated by a steady light;

(c) the white figure shown in the said diagram (hereinafter referred to as "the white signal") can be internally illuminated by a steady light or by a flashing light; and

(d) when one signal is illuminated the other signal is not illuminated.

(6) The period during which in the interests of safety⎯

(a) pedestrians should not cross the carriageway shall be shown by the orange signal during such time as it is illuminated by a steady light;

(b) pedestrians should cross the carriageway shall be shown by the white signal during such time as it is illuminated by a steady light;

(c) pedestrians should not start to cross the carriageway shall be shown by the white signal during such time as it is illuminated by a flashing light. [Regulation 8 amended by BR 45/1992 effective 24 July 1992]
