Interpretation
1 In this Act "Foreign State" includes any person or persons exercising or assuming to exercise the powers of government in or over any country, colony, province, or people, outside Bermuda.
2. Powers of Governor to prohibit or regulate recruiting for Foreign States
(1) If any person is in Bermuda obtaining or attempting to obtain recruits for the service of any Foreign State in any capacity, the Governor may, by order under his hand, either prohibit such person from so doing, or permit him to do so subject to any conditions which the Governor may think fit to impose.
(2) The Governor may from time to time, by general order notified in the Gazette, or by proclamation under the great seal of Bermuda, either prohibit recruiting for the service of any Foreign State, or impose upon such recruiting any conditions which he may think fit.
(3) The Governor may rescind or vary any order made under this Act in such manner as he may think fit.
(4) Section 6 of the Statutory Instruments Act 1977 [title 1 item 3] shall not apply to an order or proclamation made under this section.

Offences
3 Any person who, in contravention of the prohibition of the Governor, or of any condition subject to which permission to recruit may have been accorded—
(a) induces or attempts to induce any person to accept or agree to accept or to proceed to any place with a view to obtaining any commission or employment in the service of any Foreign State; or
(b) knowingly aids in the engagement of any person so induced, by forwarding or conveying him or by advancing money or in any other way whatsoever, commits an offence against this Act: Punishment on conviction on indictment: imprisonment for 4 years or a fine of $28,800 or both such imprisonment and fine.
